As we head into the preseason for Patch 10.23, there are a TON of item changes, buffs and nerfs, some of which are GAMEBREAKING. It's going to take a while to sort through all the updates, but we're already seeing some outliers that are performing better than most.

As we head into the preseason for Patch 10.23, there are a TON of item changes, buffs and nerfs, some of which are GAMEBREAKING. It's going to take a while to sort through all the updates, but we're already seeing some outliers that are performing better than most.

Malphite - 60% Win Rate
Sunfire Aegis
UNIQUE – IMMOLATE: Taking or dealing damage activates this passive for 3 seconds. Deal 20 − 40 (based on level) (+ 1% bonus health) magic damage per second to nearby enemies, increased by 50% against minions and 200% against monsters. Damaging enemy champions or epic monsters with this effect adds a stack for 5 seconds, increasing subsequent Immolate damage by 12%, stacking up to 6 times for a 72% increase.
UNIQUE – FLAMETOUCH: At maximum stacks, your basic attacks explode around you, burning nearby enemies for your current Immolate damage for 3 seconds.
MYTHIC PASSIVE: Empowers other Legendary items with 5 ability haste.
This item is boosting all the tanks right now and it's clear why. The new bonus immolate damage stacking up to 72% grants tanks massive low effort damage.
Other tanks like Maokai and Zac are also finding extreme success with the same item, and marksmen simply aren't strong enough to break through this and the newly improved tank items in the game like Thornmail and Gargoyle Stoneplate.
Katarina - 70% Win Rate with Nashor's Tooth

UNIQUE – ICATHIAN BITE: Basic attacks deal 15 (+ 25% AP) bonus magic damage on-hit.
Note: As of Patch 10.23, Katarina's Passive, E, and R now apply on-hit effects and her ultimate has a 9.9% attack speed scaling.

DOUBLE WHAMMY!
Katarina's buff applies on-hit effects to all her abilities except for her Q. When you combine this with Nashor's Tooth and Lichbane, Katarina one-shots enemies with just her Shunpo.
Picking up a Riftmaker for the 15% Omnivamp makes her nearly impossible to kill without a good deal of hard-CC. Let's mention this one too...this mythic item allows her to deal TRUE DAMAGE while also providing a scaling magic penetration. Insane.
Rek'Sai - 57% Win rate

MYTHIC PASSIVE: Empowers your other Legendary items with 5 lethality.

UNIQUE – SANDSWIPE: After a brief cast time, dash in a line through the target enemy's location, and upon completing the dash, deal 100 (+ 30% bonus AD) physical damage to the target and increase your damage dealt to them by 15% for the next 3 seconds (60 second cooldown).
Passive lethality is pretty cool on Rek'Sai, as it lets her build items like Black Cleaver and Sterak's for mid to late game and still get plenty of lethality for snowballing early. The bonus dash from Prowler's Claw also synergizes incredibly well with Rek'Sai's kit and also improves her burst window by a huge amount.
As a champion that was already incredibly good pre-changes, her synergy with this item definitely helped further her dominance.
Fizz - 60% Win rate
Hextech Rocketbelt
Passive
MYTHIC PASSIVE: Empowers your other Legendary items with 5 magic penetration.
Active
UNIQUE – SUPERSONIC: Dash in the target direction, though not through terrain, unleashing an arc of rockets that deal 200 − 300 (based on level) (+ 15% AP) magic damage. Then, gain 75% bonus movement speed toward enemy champions for 2 seconds (40 second cooldown).
Liandry's AnguishUNIQUE – TORMENT: Dealing ability damage burns enemies, causing them to take「 60 (+ 10% AP) (+ 4% target's maximum health) magic damage over 4 seconds 」and the user to ignore 5% of their magic resistance, increasing by 5% per second over 4 seconds, up to 25%.MYTHIC PASSIVE: Empowers your other Legendary items with 5 ability haste.The latest change to the original Liandry was to also provide 5% magic resist shredding stacking up to 25%.
This works incredibly well on Malzahar given his damage over time abilities, and also does insanely well given his ultimate literally holds them in place while his damage ramps up.
Ashe - 54% Win rate
UNIQUE – MIST'S EDGE: Basic attacks deal (Melee role.png 10% / Ranged role.png 6%) of the target's current health bonus physical damage on-hit, capped at 60 bonus damage against minions and monsters.UNIQUE – SIPHON: Basic attacks on-hit apply a stack to enemy champions for 6 seconds, up to 2 stacks. Attacking a champion with 2 stacks consumes them to deal 40 − 120 (based on level) bonus magic damage on-hit and steal 25% of their movement speed for 2 seconds (20 second cooldown).
As far as marksmen go, most of them don't seem to be particularly different from each other after the item changes. However, Ashe is definitely a big winner here.
Blade of the Ruined King's movement speed steal is now a passive based on attacks. When you combine this item with Hurricane, Ashe essentially insta-procs it from long range, giving her massive kiting and chasing potential when combined with her already broken movement speed slowing attacks.
Ahri - 57% Win rate
Luden's Tempest
UNIQUE – ECHO: Damaging an enemy with an ability deals 100 (+ 15% AP) bonus magic damage to your target and 3 nearby enemies and grants you 30% bonus movement speed for 2 seconds (10 second cooldown).
MYTHIC PASSIVE: Empowers your other Legendary items with 5 magic penetration.
This is somewhat like the ranged version of the movespeed boost that Fizz has. As a highly mobile ranged champion, Ahri is definitely a big winner with this change. Other champions that rely on bursting enemies from long range or need additional gap-closers do not benefit as highly.
