Odd. Well it turns out you're not entirely wrong, but it's all a matter of perspective and timing. Thresh top tends to be highly underrespected, but can still deal a hefty amount of damage if played correctly and still pack the same amount of utility and tankiness we've grown to love bot lane as well.

How to Play
Abilities: E, Q, W then prioritize R > E > Q > W
Summoner Spells: Flash + Teleport
Starting Items: Corrupting Potion
Strategy: Stack Grasp, farm, and bait into turrets
Core Items: Mercury's Treads, Adaptive Helm, Iceborn Gauntlet, Thornmail, Knight's Vow, Redemption
If against AD, build Bramble Vest instead of Adaptive Helm components early.

How It Works
Strong Early Trades
The trade power of Thresh early game is easy to forget about. His Flay [E] gives him a massive AD steroid, which although gets reset every time he auto-attacks for CS, can pack a punch if he lets it build one or two stacks.

Anti-Gap Closer Early
Thresh's Flay gives him the ability to negate many useful gap closers of enemy top laners, allowing him to trade freely at range and stack his Grasp of the Undying before enemy laners are able to scale and start dealing some serious damage.
Anti-Dive Power
Thresh top is just as difficult to dive as Thresh support. His myriad of crowd-control gives him the ability to lock down enemies at turret indefinitely, which means that he's much less prone to getting 1v2 dove by enemy junglers as many other ranged champions
Standard Thresh Utility
Early to Mid, Thresh provides an incredible gank setup similar to his support role. Late game, Thresh provides the same utility that we've grown to know and love. If your support is someone that's more damage based than utility-based, then Thresh top may potentially have a place on your team as an early game bully and late-game initiator.
Potential Pitfalls
Low Waveclear
Although Thresh can use his Flay for waveclear, generally speaking he'll want to save it for trading and anti-gap closing. This means that he's fairly easily pushed into turret by enemy laners. However, as long as you can manage your wave correctly and the enemy laner doesn't have strong ranged clear, he can hold the wave in a freeze position indefinitely. This makes it very easy for him to set up ganks.

Low Damage Scaling
Most champions top lane are expected to do a decent amount of damage and scale well into late-game. However, Thresh is mainly an early to mid game champion and late game becomes a hook bot. In order to acknowledge that, his last two items are mainly support-based and his role becomes more akin to his standard position.
Countering Thresh Top
Playing a long-range clear/damage champion like Rumble would do well, but you might find it difficult to actually kill him.
Conclusions
Thresh top is surprisingly, not a terrible pick and much stronger than it first appears. I wouldn't say it's overpowered by any means, but seeing it in your game shouldn't make you cringe quite as hard as it first appears. His laning phase is decent and late game he still provides the same utility. The gold may be better used on stronger scaling champions, but otherwise that's the main disadvantage.
