How It Works
Strong Early Waveclear
Out of all the marksmen in the game, few have the amount of waveclear early game as Graves. This means that he gains easy lane priority and can level 2 power spike for all-ins with his support. His gap closer also gives him strong presence.

High Defensive Capabilities
Quick Draw [E] provides passive armor. Against a classically AD heavy bot lane, this comes in quite handy when it comes to extended trades with the enemy laners. Most players also aren't used to playing against Graves bot lane and won't be looking out for his true grit stacks. This also allows him to dive enemy turrets easier than most other marksmen.
Incredible Burst Damage
As a marksman with almost all offensive spells, Graves is extremely powerful during all-ins. This makes him excellent if you manage to CC an enemy laner with your support's offensive spells.
Potential Pitfalls
Low Auto Range
When it comes to laning phase, Graves has limited ability to fight back against long-range champions like Caitlyn or Ashe without resorting to an all-in. As a result, he's prone to getting poked if your plan is just to farm during laning phase or your support happens to be extremely passive.

Later on in the game, Graves has some of the most insane burst windows of any marksmen. However, early game he needs to be able to proc his Q off walls to maximize his damage output. This generally relies on either your support or excellent positioning to pull off.
Countering Graves Bot
Playing a long-range poke comp like Caitlyn + Janna generally wins out against Graves bot very hard. However, something like Lucian + Pyke struggle.
Conclusions
This pick can be deceptively strong against similarily low range marksmen that also rely on all-ins as he out-trades man early game. However, against popular long-range marksmen he doesn't scale quite as well and may end up getting poked out early if his support isn't offensive enough.
