How to Play
Abilities: Q, E, W then prioritize R > Q > E > W
Summoner Spells: Flash + Teleport
Starting Items: Doran Ring + Health Potions
Strategy: Poke with Q, E and autos; watch out for jungle ganks and try to avoid pushing too hard.
Core Items: Athene's Unholy Grail, Spirit Visage, Mercury's Treads/Ninja Tabi, Redemption, Ardent Censer, Zhonya's Hourglass

How It Works
Powerful Early Game
Soraka's level one strength is by far the strongest out of any champion when you combine the low cooldown, heal, and slow that she gets from a single spell. It also has the perk of granting her wave clear ability, meaning you'll almost always have the advantage for the first few levels.
Mid-Game Team Fight Power
Everyone loves Soraka's ultimate, but not everyone loves Soraka's lack of engage bot lane. By dropping her top lane you get the best of both worlds. This allows your team excellent map coverage post-6 and also grants your team a form of strong engage.
Higher Kiting Power
This version of Soraka receives significantly more farm and picks up a tankier build than a standard Soraka. As a result, she can still grant more heals despite not maxing W early game by way of landing her Q first.

As a dominant lane bully, Soraka top is subject to being heavily camped. This results can result in unicorn on the menu, especially because of her tendency to push lane while poking. To avoid this, make sure to avoid pushing lane too hard without warding. Alternatively, you can use her Q to shove all the way to the turret and reset safely.
Low Teleport Compatibility
Top lane champions generally run teleport in order to split push and to make plays around the map. However, Soraka's compatibility with Teleport tends to be fairly low as she can drop half of her utility via her global ultimate. Additionally, split pushing tends to get her killed most of the time as she has difficulty soloing enemy champions late game.

Avoiding her oppressive early game and focusing on farm is generally the best strategy against cheese top lanes. You can also ask your jungler for ganks to avoid getting zoned off too hard.
Conclusions
Soraka top is something new that players are picking up and is viable, but despite the currently high win rate I don't think is something that will stick around for very long after players realize how good her early game can be but how weak her team becomes without a dedicated front lane or engage in the top lane.
