Abilities: Q, E, W then prioritize R > Q > E > W

How It Works
Double Klepto Proc
Lucian's double auto attack synergizes perfectly with the two attack procs on Kleptomancy, this means that he can farm freely and maximize his Klepto stacks every time it comes off cooldown. Against melee top laners in particuarly Lucian is renown for being able to bully them freely. This build allows him gain even more gold from doing so.
Low Cooldown Gap Closer
Lucian's low cooldown allows him to easily pop off his quick auto-attacks every time it's up, giving him the ability to consistently proc Klepto. When you combine this with his W movement speed, running down enemy champions for massive gold farming is almost trivial.
Melee Abuser
A natural-born anti-melee champion, Lucian's got a variety of tools to make sure melee champions are completely unable to deal with him until level 3 or 4. This gives him plenty of time to get a gold lead and abuse it to the fullest.

This build gives up the bulk of what makes Lucian so feared and instead makes him feared simply for his massive gold lead. This means that you will deal considerably less damage than you would normally come to expect from this gunslinger.
Feast or Famine
This version of Lucian either completely dominates and farms a ton of gold ends up the world's fastest caster minion. He's pretty much got no gank support potential and zero utility when it comes to team fights outside of his damage. If you end up dying repeatedly to an enemy champion like Darius, split-pushing is pretty much the only thing you can do.

Conclusions
Klepto Lucian is a pick that can do incredibly well against melee champions as long as you avoid their all-in kill potential. As a bot laner he misses out on Press the Attack too much, but in the right scenario could still snowball depending on who his support is.
