How It Works
Anti-Dash Mechanic
Cassiopeia's Miasma [W] grounds enemies and prevents them from using movement abilities. Against the top three most popular marksmen (Ezreal, Lucian, Kai'Sa), this not only reduces their mobility, but also effectively cancels or limits a portion of their offensive capabilities as well.
Early Game Power-Spike
Unlike many mages that don't reach their full power spikes until level three, Cassiopeia's level two is on par if not better than the majority of other marksmen in the game. This means she can cheese just as hard as the best of them. Starting level one Q also gives her more pushing power than most marksmen.
Late Game Max Items
As a champion that doesn't build boots, Cassiopeia reaches her late game slightly faster than other champions. While this is balanced via the stats Riot set her at, it still means that she'll have a slight gold advantage in all-in trades.
Extended DPS
Unlike the majority of mages, Cassiopeia fits in perfectly with what's expected of marksmen as a result of her long-duration, high-speed sustained damage and built-in lifesteal. As the game progresses, she certainly acts more like a marksman and less like a burst mage.

Potentially AP Heavy
Cassiopeia bot cannot be played into all team compositions. Since mid-lane tends to be a magic damage-based mage, if Cassiopeia already has a lot of AP on her team it becomes much more difficult to itemize against enemies. Abyssal Mask is much less efficient than Black Cleaver when it comes to providing teamwide debuffs, resulting in a stunted team.

Conclusions
As a bot lane mage Cassiopeia is a natural fit. With peel supports in short supply and kill supports all the rage, she can poke and all-in without worrying about getting sustained out of lane. Meanwhile, she performs quite well in the current meta against the dash-heavy playerbase of Lucian and Irelia mains.
