When it comes to laning, Caitlyn's long been the #2 pick of marksmen mains to punish their opponents for stepping up to last hit minions. However, she's struggling severely lately, getting run over by pretty much every marksman in the game and falling to a 47% win rate.
Even with her new Grasp of the Undying build, she still hasn't gained enough traction to deal with the likes of Lucian and even Ezreal smacks her around. Since nothing's really changed with her kit, we can only conclude that must either be runes, items, or the meta.

In order to get to the bottom of this mystery, let's check out what the rest of the ADCs in the current meta are running.
* Ezreal and Miss Fortune intentionally left off this analysis due to low usage of both keystones.
Champions doing better with PtA: Ashe, Jinx, Kai'Sa, Kalista, Kog'Maw, Sivir, Tristana, Twitch, Varus, Vayne, Xayah
Champions doing better with Fleet Footwork: Jinx
On the other hand, the second Press the Attack is nerfed, keep Caitlyn on your radar. She'll definitely cycle back around once she stops being gimped by the power of Press the Attack.

Data Analysis
Taking a look at this data, we immediately see a number of differences when it comes to champions that can use both Fleet or PtA.Champions doing better with PtA: Ashe, Jinx, Kai'Sa, Kalista, Kog'Maw, Sivir, Tristana, Twitch, Varus, Vayne, Xayah
Champions doing better with Fleet Footwork: Jinx
Extrapolating to Caitlyn
Overall, it looks like champions that can dish out rapid attacks followed by some sort of burst damage spell perform best with Press the Attack. In the current state of the game, that's pretty much everyone in the game.
Meanwhile, Caitlyn certainly has enough spells in her arsenal to reach that triple stack quickly. If she could auto - E - auto - Q, this would be the optimal damage combo. However, her E + Q does the most rapid damage when used together to cancel the animation. This makes it so she doesn't reach her optimal damage combo unless she autos twice then performs the combo.
She could also make good use of press the attack by executing with her ultimate, but generally speaking this ends up being mediocre at best late game.
Conclusions
Overall, it seems like pretty much nobody gets a benefit from using Fleet Footwork over Press the Attack, but Caitlyn struggles the most since her burst damage has the most trouble taking advantage of the mastery. Meanwhile, champions that exclusively use PtA (Lucian) are absolutely dominating the rift.On the other hand, the second Press the Attack is nerfed, keep Caitlyn on your radar. She'll definitely cycle back around once she stops being gimped by the power of Press the Attack.
