Why It Works
Extremely High DamageAs a glass cannon marksman, Kog'maw currently deals the highest average damage per game for junglers overall, and beats out other marksman junglers like Twitch, Quinn, and Graves by a considerable margin according to champion.gg.
Many bruisers learn the hard way, but against a Kog'Maw with his Bio-Arcane Barrage activated, few stand a chance without some sort of hard CC to keep Kog'Maw from becoming the fountain of death. Even if he does not kite very hard, Kog'Maw can still absolutely shred the majority of champions that try and fight him, especially with Skirmisher's Sabre.
Good Kiting Power
As a result of Kog'Maw's early attack speed boost on his Bio-Arcane Barrage (W), he can kite camps extremely well, resulting in surprisingly low amounts of health lost, and an excellent clear time.
True Damage vs Counter-junglers
Although Kog'Maw tends to do much better than expected against counter-junglers, he does have to be wary as an unorthodox jungler. However, even if enemy junglers do manage to kill him, they generally will not be able to continue taking his buff while they are being chased around by Kog'Maw's passive true damage zombie.

Junglers tend to be responsible for some sort of engage, either primary or secondary. However, Kog'Maw has limited potential for engaging, so his team will need to work around that. Although his poke damage on his Living Artillery (R) is good, it definitely relies on someone else on the team providing a front line to prevent all-in engagements.
Prone to Counter-jungling
Again, although Kog'Maw does do okay against counter-junglers, he needs to be very wary of enemy invades. A squishy champion from start to finish, he basically paints a target on his back when enemy junglers see this puppy with smite.

Conclusions
Kog'Maw jungle certainly seems to be an underdog, but his win rate shows that he may be one of the more successful underdogs. However, this high win rate may simply be a result of picking him into good jungle matchups and/or enemies completely underestimating his damage output. We will need some more data to make a clear determination.
