According to this Riot post, Sinful Succulence Morgana, Armor of the Fifth Age Taric, and Jack of Hearts Twisted Fate will be on sale this Valentine's Day.

On the other hand, the last line of the announcment says,

"Of course, if you’re looking for something truly titillating this Valentine’s Day, just wait until you see how Vayne, the Night Hunter, is decked out this year! We’ll see you on Wednesday, summoners!"

Valentine's Day is on Tuesday though...well regardless, 178.com's got some special Chinese previews of Valentine's Day Vayne. Just remember though, since this is Chinese Art, the splash art may or may not be the same. The in-game models should be identical though!
